The Training Camp on Decentralization is a three day workshop and is the first major capacity building initiative of RGPRS.
Participants in the Training Camp are identified by state conveners from different districts and selected through an interview process by the RGPRS Chairperson Ms. Meenakshi Natarajan and Deputy Chairperson Mr. Harshwardhan Sapkal. The participants may be elected Panchayat representatives or Congress party workers having interest in Panchayati Raj and Decentralization. Typically a district can have one or more participants.
Post the Training Camp, participants undertake Yatras in different Gram Panchayats of their districts and upon completion, host an RGPRS Sammellan. On completion of the Sammellans, the participants are given the position of a District Coordinator.
RGPRS has already trained 500 participants from 10 states: Rajasthan, Chhattisgarh, Karnataka, Tamil Nadu, Eastern UP, Punjab, Himachal Pradesh, Bihar, Gujarat and Madhya Pradesh. The workshop seeks to enhance understanding on Objectives of RGPRS, Congress philosophy, Concept of decentralization and power, Panchayati Raj Institutions and different types of development.
District Coordinators attend a two day training workshop to refine their concepts of decentralization, power and leadership. They also learn training skills and methodology so as to be able to conduct training of
already elected leaders of Panchayat Raj Institutions (PRI), leaders contesting PRI elections and potential PRI leaders at the Block Level.
Block level trainings are one day trainings held by district coordinators at the Blocks to enhance knowledge and generate awareness on decentralization, rights of people, obligation of the state, centrally sponsored schemes for Gram Panchayats, roles and responsibilities of elected representatives in PRI.
